EMSINA's 5 Capability Questions
Q1: What is the Project Scope / What is trying to be solved?
The Fire Shield Mission will focus on reducing the scale of fires by improving our ability to
detect and respond to them.
The mission will use an evidence-based approach to achieve the following goals:
• Detect: Immediately identify fires from the ground, air and space.
• Share: Share information in real time for immediate decisions.
• Predict: Better predict what the fire will do.
• Respond: Respond quickly to extinguish fires that are deemed to be a threat.
All of the above four streams relate to spatial data exchange.
The wider initiative also focuses on spatial data exchange to better understand the landscape,
with much of the information assisting with fire behaviour prediction, as well as knowledge to
assist community preparedness.
Q2: What will be available to the EM community / decision makers at the end of your project?
Fire Shield will provide a suite of solutions with emergency service agencies front of mind as
the end user, brought in to co-create early.
The product of our efforts are open for the EM community to shape, however example
projects could include;
• Novel solutions to provide additional situation awareness
• Enhancements to fuse multiple layers of information and gain further insight pre,
during and post incidents
• Maximising data, or access, for increased accuracy of prediction models
Q3: How will the EM Sector access the results?
Our role is unique. We see ourselves as an enabler, facilitating dialogue, orchestrating and
convening groups.
All projects that are emergency service focused are co-designed with end users in mind.
Minderoo is best placed to partner to improve spatial data for emergency services because of
our charitable purpose, and our large network of partners across multiple industries, working
together on our missions' model which uses evidence based to urgently deliver positive
outcomes for fire and flood resiliency
Q4: What are the main hurdles faced in completing your Project?
Limited understanding and access to available data

- Understanding potential opportunities to partner closely with emergency services to
support a resilient Australia
Q5: What input data / work do you need from jurisdictions?
It’s important to work alongside Emergency Services and co-design a system to help create a
more resilient Australia, together.
Minderoo Fire and Flood Resilience Initiative therefore we welcome opportunities from
Emergency Services which will achieve the above.
Many Fire Shield solutions developed are intended to be used by emergency services and
continue to remain that way long after MFFRI reaches our 2025 mission goals.

In the aftermath of the 2019/2020 bushfires, the Minderoo Foundation Fire and Flood
Resilience Initiative was established with a AU$70million commitment for bushfire
Response, Recovery and Resilience. The initiative is investing in science, technology and
innovation to improve Australia’s – and the world’s – future resiliency to climate induced
disasters.
Our vision is to reduce the devastation caused by fires and floods by harnessing the collective
power of communities, industry, government, philanthropy, and the research sector to lift
Australia to be the global leader in fire and flood resilience by 2025.
